Some may infer from my comments that I consider outsourcing the primary source for this type of risk. On the contrary - I assume terrorist organizations would have no problem recruiting individuals with no known history of illegal activities and having them trained in software development, perhaps in our own universities. Few of the 9/11 attackers were identified as terrorist operatives. I do consider the substantial corporate savings outsourcing provides to be the direct source of funding to begin performing proper software engineering - including the use of security tools and processes. We are told the US unemployed will eventually find jobs requiring a higher level of skills. Perhaps this is one of those areas. |
